Which Document Are They Actually Asking For

The VAT registration certificate confirms that a business is registered for VAT and carries its Tax Registration Number. It is the document most people mean, but it is not the only one that gets called a VAT certificate.

A civil contracting company I worked with in Abu Dhabi changed its trade name at ADDED, collected the updated licence, and moved on. Nine months later it entered a government infrastructure tender. The procurement portal rejected the VAT certificate submission: the name on the certificate, still showing the old name in EmaraTax, did not match the current trade licence.

The certificate was genuine and the TRN was valid. The portal compared text strings, found a mismatch, and disqualified the document. Five business days to the tender deadline. That is the shape of the problem most businesses only discover at the worst possible moment.

The certificate did not describe his business. It described the FTA record of his business, and those two things had diverged nine months earlier without anyone noticing. In my experience, that gap is always invisible until a procurement portal or a bank finds it. That is what makes the certificate less like a document and more like a mirror: it reflects the FTA record of the business, not the business itself.

The TRN and the Certificate Are Not the Same Thing

The TRN is the 15-digit Tax Registration Number. The certificate is the document that carries it, along with the legal name, the registration effective date, and the FTA-registered address. Many counterparties asking for a “VAT certificate” only need to verify the TRN, which they can check themselves through the FTA’s public portal at tax.gov.ae without receiving any document from you.

For a UAE-incorporated company with branches, the branch shares the parent company’s TRN. The FTA’s portal returns the parent’s registered name when queried, not the branch’s. A supplier checking the TRN against a branch invoice may find a name that does not match. In my practice, I send a three-document pack: the parent TRN certificate, the branch trade licence, and a portal verification screenshot confirming the TRN is active.

What the Other Two Documents Are

A Tax Residency Certificate confirms UAE tax residency for a specific 12-month period. It is issued through a separate FTA service with its own fee schedule and is used for double taxation treaty purposes. It is not interchangeable with a VAT certificate.

The clearance certificate is different again, covered in detail below. The registration effective date on the VAT certificate matters if there is a question about penalties for registering late.

The Free PDF and the AED 250 Hard Copy

The digital certificate costs nothing and is the same legal document. You pay only when you need it printed and posted.

The PDF is available through EmaraTax at any time, with no application and no charge. The version downloaded today carries today’s date, which matters because banks and procurement systems frequently impose their own freshness rules: documents must be dated within three or six months.

The TRN certificate does not expire legally. A download from three years ago carries the same standing as a fresh one. But a counterparty’s compliance system may reject it on administrative grounds if the date is outside their window. Downloading fresh for each submission takes about 90 seconds.

Requesting the Printed Hard Copy

In the Taxable Person account, under the relevant tax, select Actions, then Print Certificate, and proceed to payment. The fee is AED 250, payable by Magnati or credit card. No supporting documents are required for the application.

The FTA delivers the hard copy by Emirates Post to the registered address in EmaraTax, in approximately 20 business days from a completed application. If your registered address is outdated, the certificate goes to the old address. Worth confirming before applying. My advice before paying: ask the requester whether the PDF is acceptable. I ask this for every client before recommending the print route. In most cases the PDF is sufficient. A stamped hard copy is necessary only when a counterparty has an explicit physical-document requirement.

The Clearance Certificate, and the Certificate That Will Not Appear

The clearance certificate is a separate document confirming that a business has no pending liabilities with the FTA. It is requested through Other Services in EmaraTax, not through the Print Certificate route, and it answers a different question from the TRN certificate entirely.

What the Clearance Certificate Is, and When You Need It

The TRN certificate confirms registration status. The clearance certificate confirms clean liability status. These are different questions, and a business can be validly registered while simultaneously carrying an outstanding penalty or unsettled tax liability.

None of that outstanding balance appears in the TRN certificate. All of it would prevent the FTA from issuing a clearance certificate.

The FTA issues a clearance certificate in three scenarios:

  • Business closing. A signed and stamped financial document showing turnover from the end of the final VAT return to the date of submission, plus any document evidencing the closure.
  • Taxable supplies below the mandatory registration threshold. The same signed and stamped financial document.
  • Closure of a branch not registered for VAT. Confirmation that no obligations remain, meaning fines, returns, and payments, plus any document evidencing the closure.

A specialist MEP subcontractor, one of my Abu Dhabi clients, was put through a Tier 1 contractor’s formal vendor prequalification for the first time. The procurement system asked for an “FTA Tax Compliance Certificate confirming no outstanding tax liabilities.” The owner forwarded the TRN certificate. It was the wrong document.

I identified the clearance certificate as what was required, submitted the application through EmaraTax, and it was issued within five business days because the compliance history was clean. The vendor prequalification was approved, unlocking approximately AED 800,000 in MEP scope. The delay was entirely avoidable and came from not knowing the two certificates existed separately.

My practice is to verify every new supplier TRN on the FTA portal before claiming input VAT. I take a dated screenshot and file it alongside the TRN certificate in the supplier record. The FTA can deny input VAT recovery where the recipient failed to verify the supplier’s registration status, so the two-minute verification step is not optional.

If you are closing a UAE company or proceeding with Corporate Tax deregistration, the clearance certificate is part of that process. Allow 24 to 48 hours after settling any outstanding liability before resubmitting the application. The EmaraTax system needs time to update after payment clears, and resubmitting before it does produces a second rejection on an amount already paid.

When the Certificate Does Not Appear in EmaraTax

The most common cause is an account migrated from the system that preceded EmaraTax, where the certificate was never held as a downloadable PDF. The registration is valid; the document simply was not transferred.

The safe routes are to request the printed certificate through EmaraTax, or to contact the FTA directly. Also confirm that the login is the authorised signatory or the appointed tax agent for the entity, since access is sometimes the actual problem rather than absence.

Do not amend the registration profile to regenerate a certificate. Amending a live tax registration to produce a document creates review exposure and inconsistencies in the record for no benefit.

When It Stops Being Self-Service

The download itself is four steps and takes under two minutes. Where things stop being self-service is when the profile does not match the documents, or when the clearance certificate is needed under a deadline.

Retrieving Documents from a Locked or Migrated Account

For accounts migrated from the pre-EmaraTax system where the certificate is absent from My Correspondences, the options are the print request or direct FTA contact. Difficulty arises when the authorised signatory has changed and the new signatory’s access has not been established, or when a tax agent’s credentials are no longer active.

Clearance Certificates Under a Deadline

My starting point with every clearance deadline is the same question: is the liability confirmed as settled in EmaraTax, or just paid at the bank? The clearance certificate requires a clean liability record. Preparing the signed financial document the FTA requires, covering turnover from the end of the final VAT return, and sequencing the settlement and reapplication correctly is where advisory input shortens the process. I sequence the steps the same way every time: settle, wait one business day for EmaraTax to update, then resubmit.

Downloading the Certificate, Step by Step

Four steps, and no fee, provided the certificate exists in the account.

Log in to EmaraTax.

Use UAE Pass or your taxpayer account credentials at tax.gov.ae/en/emaratax.aspx. Log in as the authorised signatory or the appointed tax agent for the entity.

Open the correct Taxable Person account.

The dashboard lists every taxable person linked to the profile. Select the one the certificate belongs to. This matters if you manage more than one entity from the same login.

Open My Correspondences.

The VAT registration certificate is listed here as a PDF, with the correspondence issued by the FTA on registration.

Download and check the details.

Confirm the legal name, TRN, and registration effective date against your current records before sending the certificate. If a detail is wrong, that is a registration amendment question, not a certificate question. I tell every client: check those four fields before sending. A name mismatch discovered at your end takes five minutes to address. Discovered by a procurement portal, it costs days.
